Holiday Closures
In observance of the winter holidays, the City of Boulder is adjusting its operations schedules.
On Thursday, Dec. 12, the city will release the Elevate Boulder Interim Evaluation Report. The report summarizes participant feedback collected in August and October 2024 and highlights impacts from the city’s guaranteed income pilot project. The results, while early, show there have been some encouraging and promising outcomes.
Launched in January 2024, Elevate Boulder is providing 200 low-income Boulder households $500 per month in direct cash assistance for two years. This assistance is unconditional and unrestricted; participants receive and choose how to spend the funds, no strings attached.
Affordability is one of the greatest challenges for Boulder community members, especially those experiencing low income and systemic inequities. Elevate Boulder aims to foster equity and help community members meet basic needs and become more financially stable.
The city has contracted OMNI Institute, a nonprofit evaluation and research firm, to evaluate the short- and longer-term impacts of Elevate Boulder on its participants. OMNI Institute will conduct additional evaluations in 2025 and produce a final report of impact findings in English and Spanish by Q2 2026.
Staff will issue a press release and social media communication about the Interim Evaluation Report and provide the report directly to City Council members.
