Project Overview

The City of Boulder is committed to ensuring that all residents and businesses have access to healthy, safe, efficient and resilient indoor spaces. Through the Healthy Buildings, Stronger Community Roadmap, we aim to:

  • Outline a collaborative path to improve buildings.
  • Present a prioritized set of strategies and supportive programs for community engagement.
  • Identify financial, technical and workforce needs to achieve these goals.

By improving our buildings, we can create spaces where everyone can live, work, and thrive while supporting our community’s transition to a sustainable, low-carbon future.


Our Goal: Healthier, Safer, More Efficient and Resilient Buildings for All

  • In Boulder, buildings produce two-thirds of greenhouse gas emissions. Buildings also contribute roughly 5% of the Front Range ozone pollution, negatively impacting air quality and public health.
  • On average, people spend as much as 90% of their time indoors. Traditional appliances in buildings are a leading cause of respiratory illnesses and pose significant risks to our health.
  • Many buildings in Boulder weren’t designed to handle the increasing challenges of climate change, leaving their occupants vulnerable to the health and economic consequences of weather extremes and poor air quality.
  • Boulder has adopted a goal of net-zero greenhouse gas emissions by 2035. In 2023, emissions were down 24% from the benchmark in 2018, but Boulder will need new strategies and resources to meet the goal.

Equity in Action: Building for All

Research highlights that people of color, particularly Black, Latino, and Native American communities, often face greater housing and energy cost burdens. They are more likely to live in housing that is less prepared for extreme weather and poor air quality, contributing to adverse health outcomes. The roadmap will strive to reduce these disparities by:

  • Learning about the unique considerations of renters, and manufactured home residents. low-income households and small businesses.
  • Creating equitable outcomes through targeted regulations and support.
  • Prioritizing buildings that serve vulnerable communities, like shelters and affordable housing.

The Roadmap: How We’ll Get There

  1. Reflect on and build upon the successes and challenges of Boulder’s efforts to date in pursuit of these goals.
  2. Identify and support and/or pursue local, state and federal policy needs.
  3. Consider current and emerging technologies.
  4. Identify new programs and partnership opportunities.
  5. Identify ways to support workforce training and capacity.
  6. Consider the risks of economic burden and displacement, especially for renters, people of color, families, older adults on fixed incomes and lower-income households.
  7. Understand the challenges and cost to improve existing buildings in Boulder and the financial tools and funding resources needed.
  8. Support small businesses and entrepreneurs by ensuring they have access to resources, funding, and policies that help them thrive in an evolving clean energy and building landscape.
