Project Overview

Vision Zero is the Boulder community's goal to reduce the number of traffic-related fatalities and serious injuries to zero. As part of this effort, the city has created the Vision Zero Action Plan to identify specific actions and strategies. This plan addresses different traffic concerns to create safer streets.

The Vision Zero Plan identifies and prioritizes actions to improve traffic safety over five years — from 2023 to 2027.

The most recent planning process began in spring 2022 and was completed in spring 2023. The plan is informed by the findings of the city’s most recent Safe Streets Report, which analyzes crash data. It is also informed by the community’s traffic safety concerns.

Project Background

Every three years, the city releases a Safe Streets Report that provides an overview of our efforts to continuously improve transportation safety by measuring traffic crash data, identifying trends in crashes, and evaluating past safety improvement efforts. The Safe Streets Report’s evaluation is followed by a Vision Zero Action Plan, which identifies strategies to address safety issues found in the Safe Streets Report.

The Action Plan evaluates traffic safety and crash risk across the entire transportation system and predicts where crashes are more likely to occur. The analysis incorporates historical crash data with roadway risk factors such as vehicle speeds, traffic volumes, land uses, and proximity to vulnerable users to isolate locations that may not have experienced a high rate of fatal and serious injury crashes to date but that may in the future. This approach allows the city to be more proactive in identifying and prioritizing safety projects rather than just relying on data about where crashes have already occurred.

Vision Zero was adopted as part of our Transportation Master Plan in 2014 and is Boulder’s goal to reduce the number of traffic-related fatalities and serious injuries to zero.
