University Hill Disturbance Ongoing Updates

March 19, 2021

Boulder Police detectives are releasing new videos and photos to identify individuals in connection with the University Hill riot on Saturday, March 6.

There is a team of 15 detectives and investigators from the Boulder Police Department, CU Boulder Police and the District Attorney’s Office who are following up on more than 1,000 tips that have come in since Sunday, March 7.

In the days since, seven individuals have been charged with riot-related crimes and more arrests are pending.

Additional photos videos have been posted. Included is car jump, car and fireworks and another angle of the car flipping.

Those who have information about these individuals are asked to send information to the Northern Colorado Crime Stoppers at 1-800-222-TIPS (8477).

Boulder Police detectives have arrested more individuals and are releasing new videos to identify individuals in connection with the University Hill riot on Saturday, March 6.

There is a team of 15 detectives and investigators from the Boulder Police Department, CU Boulder Police and the District Attorney’s Office who are following up on more than 1,000 tips that have come in since Sunday, March 7.

In the past few days the following individuals have been charged in connection to the riot:

*Boland Dodge, 21, was booked into the jail and released on one count each of misdemeanor engaging in a riot, obstructing government operations and violating the public health order.

*Brandon Hoover, 24, was booked into the jail and released on one count each of misdemeanor engaging in a riot, disobedience of public safety orders under riot conditions, violating the public health order, obstructing a highway and one count petty offense disorderly conduct.

*Eric Hoover, 24, was booked into the jail and released on one count each of misdemeanor engaging in a riot, disobedience of public safety orders under riot conditions, violating the public health order and obstructing a highway and one count petty offense disorderly conduct.

*Garrett Doyle, 22, was arrested on one felony count of menacing, one felony count of criminal attempt second degree assault on a peace officer and one count each of misdemeanor engaging in a riot, violating the public health order, disobedience of public safety orders under riot conditions and one count petty offense disorderly conduct.

*Parker Clemons, 20, was arrested on one misdemeanor count each of engaging in a riot, violating the public health order and criminal mischief.

Detectives have identified several other individuals who were involved in riot-related crimes and anticipate more arrests this week.

Boulder Police detectives are releasing a third batch of photos and videos of individuals they are trying to identify in connection with the University Hill riot this past Saturday, March 6.

There is a team of 15 detectives and investigators from the Boulder Police Department, CU Boulder Police and the District Attorney’s Office are following up on more than 800 tips that have come in since Sunday, March 7.

Detectives have made one arrest, are continuing their investigation into at least 10 other identified individuals who were involved in riot-related crimes and anticipate additional arrests in the coming days.

Additional photos and videos have been posted. Included is a clearer photo of a male who threatened to shoot a Boulder Police officer. Videos include rock throwing, the man who threatened a police officer and more.

Boulder Police detectives have made their first arrest in the ongoing investigation of criminal acts that occurred during the University Hill riot this past weekend.

Henry M. Chardack, 20, was arrested this morning on the charges of felony first degree criminal trespass, misdemeanor criminal mischief and misdemeanor engaging in a riot. His photo can be obtained from the Boulder County Sheriff’s Office.

Detectives are continuing their investigation into 10 other identified individuals who were involved in riot-related crimes and anticipate additional arrests in the coming days.

Additional photos videos have been posted. Included is an individual threatened to shoot a Boulder Police officer and videos of a car being flipped, windshield dive, fire engine and video of the individual threatening the officer.

In today’s update on the ongoing University Hill Disturbance investigation, we wanted to share the following with the community:

1. Based on social media tips, detectives have identified five individuals who were involved in riot-related crimes and those investigations are ongoing

2. Individuals can face charges that include inciting a riot, engaging in a riot, assaulting a peace officer, criminal trespassing and criminal mischief, among others. Some of these are felonies and others are misdemeanors. The charge depends on the individual’s actions.

3. We have added additional detectives to the team to investigate the numerous amount of tips received. The team now includes five Boulder Police detectives, two BPD officers on light duty status, one CUPD detective and three investigators from the District Attorney’s Office. Additionally, in the past 24 hours, we’ve received about 200 new tips (on top of the 750 plus tips already received) to investigate and we greatly appreciate the community’s help

4. Detectives have taken reports for several property crimes to include:

• a. one stolen vehicle that was later recovered outside of Boulder
• b. three stolen street signs
• c. eight damaged vehicles, two of which were totaled, valuing $43,500
• d. two damaged city vehicles, including BPD’s armored rescue vehicle and a fire engine
• e. there are additional reports of property damage that detectives are still in the process of investigating

5. We will release more videos Wednesday of individuals we are trying to identify

The Boulder Police Department is asking for the public’s help to identify the individuals seen in the below photos and video in connection to the disturbance on University Hill on Saturday, March 6.

Since Sunday afternoon, detectives have received more than 750 tips online (250 of which came in during one hour after the press conference) and via other sources regarding incidents that occurred. Due to the magnitude of information and the prevalence of social media, the amount of tips is unlike any other previous investigation, and will take time to review and piece together.
There is a team of detectives from Boulder Police, CU Police and the District Attorney’s Office that are reviewing tips and several individuals have already been identified. Detectives are now asking for the public’s help to identify the individuals that can be seen in the photos below and the video in the Vimeo link. Detectives would like to speak with them.

March 7, 2021

• At approximately 1:30 p.m., Boulder Police Code Enforcement began responding to residences on 12 th and 13 th streets for reports of parties being held and issued warnings for violations of the public health order. These individuals were receptive to the notices and separate from the disturbance that occurred later Saturday evening.
• Just before 5 p.m., Boulder Police Dispatch began receiving calls about a large party on 10th Street between Pennsylvania and College. Officers from BPD’s Neighborhood Impact Team, which regularly patrols that neighborhood, responded to the area and attempted to disperse the gathering.
• At approximately 5:40 p.m., the crowd swelled and individuals began pelting the officers with glass bottles.
• At approximately 5:48 p.m., BPD’s SWAT was activated. SWAT from Boulder County, Longmont and Colorado State Patrol were requested later in the evening for additional assistance.
• During this time, officers stood up an incident command post and deployed plainclothes officers to monitor the situation.
• At 8:01 p.m. CU Boulder sent out an alert about the disturbance.
• At approximately 8:22 p.m ., SWAT officers returned to the area of 10th and College and made announcements to disperse the unlawful assembly due to the conditions. These announcements were made three times.
• At 8:42 p.m ., there were reports that large groups of students were moving back toward campus.
• At the time officers with the armored rescue vehicle were making these announcements, individuals surrounded the vehicle and both officers and the vehicle were pelted repeatedly with rocks and bottles. At least three SWAT officers were struck with rocks, some of them approximately the size of a softball.
• Officers on scene then deployed pepperball projectiles directed at the ground around those causing harm. These officers also deployed two canisters of smoke and one canister of CS Tear Gas. Due to a change in wind direction, the effects of the gas on the crowd were greatly diminished.
• Due to the sheer number of rioters, which numbered between 500 to 800 people, the decision was made to pull the officers out of the immediate area and observe crowd actions. The windshield to the armored vehicle was shattered during this time.
• Officers then used a toned warble noise from the Long Range Acoustical Device to clear the crowd from in front of the vehicle in order to leave the area.
• At 9:13 p.m., CU Boulder sent out a second alert asking individuals to avoid the Hill area until further notice due to the disturbance, saying people in the area could be subject to arrest and CU sanctions.”
• Between 8:45 and 9 p.m., the crowd finally began to disperse.
