The Boulder Police Department Victim Services Unit offers a range of services to help victims and witnesses of crime and other critical incidents. We help people cope with what they have experienced and access the resources they need.

Victim Services

The Victim Services Unit was established in 1986 with the purpose of assisting victims, witnesses, and their families manage a crisis after a crime or other traumatic event. Victim Advocates assist crime victims and witnesses by providing support as well as helping them understand their rights as crime victims. Advocates suggest appropriate community referrals and resources.

Are You a Victim or a Witness?

After a crime, if you are a victim or a witness, you may feel alone, isolated, overwhelmed, or unable to reach out for assistance. A victim advocate can help you sort through the confusing reactions and responses you may be experiencing immediately following a crime or traumatic event, as well as your longer term reactions. Advocates can provide follow-up along with resources and referrals.

If you are the victim of a crime or a traumatic incident, we are here for you. You are not alone. Victim Advocates are trained in meeting you with compassion and care.

Victim Information and Notification Everyday (VINE)

Custody Status

VINE monitors the custody status of offenders in the Boulder County Jail. Information is available 24 hours a day, 365 days a year, and provides other important information as well. VINE also registers telephone numbers or email addresses where victims or other family members can be notified if an offender is released or transferred.

Registration

  1. By phone
    • Call 1-888-263-8463.
    • Select 1 to search for the offender.
    • If you don’t have the offender’s number, Select 2 to enter the offender’s first and last name. You will be given the inmate’s number and current status.
    • When prompted, select 1 to register for updates, and follow the prompts to complete the registration.
  2. Online
    • Go to the VINE website

    • Click on Colorado.
    • Select Colorado Statewide VINE.
    • Select "search & register for offenders."
    • Enter the name or ID and any other information you have and click "search."
    • Click the magnifying glass next to the name, under "register / details."
    • Select a notification method (phone, email, text, and/or TTY), click "continue," provide a PIN where required and click "register."

    Once you have registered, the system (VINE) will notify you if the offender is released or transferred. Calls are made every half hour until you acknowledge receipt by entering your PIN.

Records Requests

Request a copy of your crime, accident, or incident report

Please allow at least 24 hours for reports to be received and processed by the records unit. In some cases, reports may require up to 72 hours to be released. There may be a fee for these copies. If you are a victim of a crime with constitutional rights, you have the right to a free copy of the initial crime report.

Occasionally, state laws restrict the release of certain types of crime reports. Please call the records unit to find out details about the status of your report.

If your crime is listed as one with constitutional rights, you have the right to have your social security number excluded or redacted from a criminal justice document or record created or compiled as a result of a criminal investigation when the document or record is released to anyone other than the victim, the defense attorney of record, the defense attorney’s agent, or a criminal justice agency.

Arrest Information

If there has been an arrest in your case, you can get information about the following:

  • Crime with which the defendant has been charged.
  • Bond information.
  • The conditions under which the defendant can be released.
  • Future court dates.

Colorado Adult Sexual Assault Reporting

Reporting Options

In Colorado, survivors of adult sexual assault have three reporting options. Please note that these reporting options do not apply for minors (C.R.S. 19-3-304) and at-risk elders (C.R.S. 18-6.5-108) due to other mandatory reporting obligations. For adult sexual assault survivors who are not a minor or an at-risk elder, there are three distinct reporting options available during the time of receiving medical care.

  1. Law Enforcement Report

    If you are an adult survivor of sexual assault, you can choose to obtain a law enforcement report during the process of receiving a medical forensic exam and consenting to participate in the criminal justice process.

    When you agree to have a medical forensic exam, you may also provide your consent to have your sex assault evidence kit tested; it will be sent for testing at a crime lab within 21 days of when the investigating law enforcement agency receives it. You can change your mind about working with law enforcement at any time, and about having your kit tested (up until the crime lab tests it).

  2. Medical Report

    Some adult survivors of sexual assault do not want to participate in a law enforcement investigation, but do want to have their medical evidence tested and to receive a medical report. If you prefer this option, you can receive a medical exam, including evidence collection, but decide not participate in a law enforcement investigation. This option also allows you to have your evidence tested at a crime lab if you give consent for testing. Law enforcement will be given your name and will likely contact you to provide you with information, but there is no requirement that you speak with them.

  3. Anonymous Report

    Anonymous reporting allows you to get a medical forensic exam but remain anonymous to the police and your name is not written on the outside of the sexual assault evidence collection kit. The medical facility will have your contact information, but law enforcement will not.

    With this option, your sexual assault evidence collection kit will not be sent for testing at a crime lab and will be stored at the law enforcement agency in the jurisdiction where the assault happened for at least the statute of limitations of the crime committed.
