Project Overview

In August 1995, the city adopted the North Boulder Subcommunity Plan (PDF). The 1995 Plan envisions a “beautiful, diverse, inclusive and adaptive” North Boulder and has shaped the area there today. The plan was amended in 1996, 1997, 2020, and most recently in 2024 to reflect current community values while maintaining the

1995 Plan’s overarching vision and policies. An Action Plan (PDF)  was also created in 2013 to advance items from the 1995 Plan that had not been fully realized at the time.

Upcoming Events

2024 Amendment

Planning Board approved an amendment to the North Boulder Subcommunity Plan at a Public Hearing on Aug. 6, 2024. City Council approved the same amendment at a public hearing on Aug. 15, 2024.

The 2024 amendment to the North Boulder Subcommunity Plan updates the recommended character, vision and future land use of an area near Broadway and Violet Avenue to facilitate the creation of Creative Campus based on community, Planning Board and City Council support. The updates to the Creative Campus area include:

  • Updates to the “Neighborhood” section of the plan to include a map and description of the North Boulder Art District and a description of the Creative Campus.
  • Update to the “Employment and Retail Centers” section to include a new description for the Creative Campus in the Village Center and describe a revised vision for a broader range of uses and increased intensity.
  • Updates to the “Community Facilities List” to identify the Creative Campus location and update the map and descriptions of any projects completed to date.
  • Revisions to the “Future Growth: Land Use” map, to apply Mixed-Use to the Creative Campus area.

As an additional clean-up item, the amendment applies a Medium Density Residential land use category to the Ponderosa community in the Future Growth: Land Use map. The proposed change will make the Subcommunity Plan consistent with the Boulder Valley Comprehensive Plan land use designation that was approved in association with the annexation and enhancement of the community as a part of the Ponderosa Community Stabilization project in 2019.
